Duties

Help

As a Administrative Officer at the GS-0341-13 level, some of your typical work assignments may include:

  • Plan the work to be accomplished by subordinates, establish priorities, assign work, evaluate work performance; and provide advice, counsel, and guidance to subordinates.
  • Principal advisor to U.S. Marshal and Chief Deputy for all financial and administrative policies and procedures.
  • Monitor procurement of operational and administrative supplies and contracts.
  • Apply a wide range of statistical and quantitative analytical methodologies in developing short and long-range district budgets based on fiscal allocations from the Chief Financial Officer (CFO).
  • Oversee the Property Management program for district office to include the district vehicle fleet.
  • Facilitate all district personnel related functions to include coordination for Human Resources activities within the district with the Human Resources Division (HRD).

Qualifications

You may qualify at the GS-0341-13 level, if you fulfill the following qualifications:

1. Specialized Experience: At least one year (12 months) of full-time specialized experience equivalent to or at the GS-12 grade level in the Federal service which includes:

  1. Reviewing policies and procedures to recommend improvements to administrative operation's effectiveness and efficiency;
  2. Providing advice related to personnel functions such as hiring, employee performance, and/or training;
  3. Applying a variety of purchasing regulations, methods, and procedures to acquire services and supplies using purchase orders, blanket purchase agreements, or fixed price negotiated contracts;
  4. Analyzing budgetary information to ensure accurate status of obligations, accruals, and paid transactions; and
  5. Monitoring and managing the procurement and acquisition of large and complex operational and administrative supplies and contracts.

Possession of the following competencies:
  • Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Contracting/Procurement: Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  • Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated and rated under DOJ's Category Rating and Selection Procedures. Applicants will enter a multi-hurdle process involving the following steps:

  1. Once the initial application process is complete, a review of your application package will be conducted to determine your eligibility and to ensure all required documents have been submitted.

  3. Applicants who pass this multi-hurdle process, will then be placed in one of three categories.
Best Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position.
Highly Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job.
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

Although veterans' preference points are not assigned under category rating procedures, veterans' preference eligibles are listed ahead of non-veterans within each category for which they are qualified. In addition, qualified veterans with a compensable service-connected disability of 10% or more are placed at the top of the highest quality category. (i.e. Best Qualified.)
